The current Covid-caused crisis has not stopped the concept of the intelligent city (“Smart City”), but rather accelerated it. Bringing digitization directly to the individual citizen is a must, but for cities and the public sector, it seems to entail the risk of handing over design and regulatory authority to IT service providers. There is usually a gap between the digital vision and the implemented Smart City processes: a new system-of-systems approach can help here
