Ms. Hess reported as Executive Assistant Director of the Criminal, Cyber, Response and Services Branch in September 2018. In this position, she oversees all FBI criminal and cyber investigations worldwide, international operations, critical incident response and victim assistance. During her 28-year career as a Special Agent in the FBI, Ms. Hess has served in a wide range of operational and leadership roles. Prior to her current position, she was Special Agent in Charge of the Louisville Field Office, where she was responsible for all FBI personnel and operations in the state of Kentucky. From January 2014 to October 2016, Ms. Hess served as Executive Assistant Director of the Science and Technology Branch, where she oversaw the FBI Laboratory Division in Quantico, Virginia, the Criminal Justice Information Services Division in Clarksburg, West Virginia, and the Operational Technology Division (OTD) in Quantico. She had previously served as Assistant Director of OTD since 2011, leading the development and delivery of sophisticated technical capabilities in support of the FBI’s mission. Prior to that, Ms. Hess was Special Agent in Charge of the FBI’s Memphis Field Office, which covers 54 counties in Tennessee. She became a member of the Senior Executive Service in 2008, when she was selected as Chief of Staff in the National Security Branch at FBI Headquarters, then served as Section Chief in the International Operations Division. Ms. Hess began her career as an FBI Special Agent in January 1991. She was first assigned to the Kansas City Field Office, where she investigated violent crimes, gangs and drug trafficking organizations. She also served as a firearms instructor and charter member of the office’s Evidence Response Team, which responded to the 1995 bombing of the Alfred P. Murrah federal building in Oklahoma City. From 1999 to 2005, Ms. Hess was assigned to the Louisville Field Office, where she worked counterterrorism investigations. She also served as the office’s principal firearms instructor and its first Joint Terrorism Task Force coordinator before being promoted to Supervisory Special Agent. She was subsequently appointed Team Leader in the Inspection Division at FBI Headquarters, where she led 23 separate reviews of domestic and international FBI offices. In 2007, Ms. Hess was promoted to Assistant Special Agent in Charge of the Phoenix Field Office and assigned to the Tucson Resident Agency. She was also temporarily deployed as the on-scene commander of the FBI’s counterterrorism operations in Afghanistan. Ms. Hess is originally from Jeffersonville, Indiana, and holds a degree in Aeronautical/Astronautical Engineering from Purdue University.
