These roles will support the development and delivery of a range of strategy, design, MEL, evaluation and other advisory services to our clients.
The Clear Horizon International team delivers Clear Horizon’s core services to international development organisation and agencies. We are one of the largest specialist providers of design and MEL services to DFAT. We have a large portfolio of long-term projects in Southeast Asia and the Pacific, with an increasing focus on diversity, equity, and inclusion, and digital transformation. Most of these projects are in the early stages of design or implementation. We also deliver a wide range of short-term evaluations, designs, and capacity building services. In addition to DFAT, our clients include MFAT, FCDO, managing contractors, multilateral agencies, development banks, and a range of non-government organisations. We have established partnerships and associates around the region.
For these consulting roles you will be part of a team responsible for designing and implementing MEL systems for long-term DFAT-funded investments. You will also work on other short-term design, MEL, evaluation, or advisory projects with a range of clients. Lead, Principal and Senior Consultants will be responsible for winning and leading a range of our services, as well as contributing to the development of Clear Horizon’s technical approaches. You will be part of a team committed to learning, demonstrating and sharing good practice across the sector.

About the role
The Program Manager - International Development will report directly to Catalpa’s Executive Director and will drive a number of critical functions and priorities across the organisation. The role will:
Implement improved quality systems and processes for program management across the organisation.
Manage key programs to a high level of excellence, ensuring deliverables are met in a timely and efficient manner, including reporting, financial management and ensuring value for money.
Oversight project design and monitoring, evaluation and learning systems and ensure feedback into continuous improvement of quality systems.
Mentor and support Team Leads and/or Product Leads in the successful delivery of a wide range of initiatives across health, education, governance, social protection and other sectors.
Ensure accountability and transparency and excellence in program implementation.
Work with our sector and technical leadership roles to ensure they can access best practice support and guidance.
Support organisational growth strategies through ensuring quality project design, implementation and continuous learning.
