The Child Development Division (CDD) within the Department for Children and Families is seeking a Policy and Planning Administrator to assist in implementing the Preschool Development Grant VIP B-5 federal award.



About this grant:
The Vermont Integration Project: Building Integration in Vermont's B-5 Early Childhood Systems (PDG VIP B-5) will support Vermont in strengthening our early childhood system, and to ultimately improve outcomes for Vermont's young children. This position will be responsible for coordinating, tracking, and reporting on the activities of this major federal grant across multiple state departments and agencies, in partnership with Building Bright Futures. This is a limited-service position that is funded through September 30, 2025, although this term may be extended pending availability of funding and a need for a continuation of the position's responsibilities.

The Child Development Division within the Department for Children and Families is hiring a Child Care Quality Program Administrator to lead the state in implementing the STep Ahead Recognition System (STARS), funded through the Preschool Development Grant (PDG).



STARS is Vermont's statewide Quality Recognition and Improvement System (QRIS) for child care, preschool, and afterschool programs. This position will represent STARS at the systems level, and will be responsible for the overall functioning of STARS, including how the system interfaces and aligns with related systems that support children and families' access to high quality early learning and care programs, including afterschool programs. This position also supervises a small team supporting STARS operations, including the entry and management of STARS administrative data, and the provision of technical assistance for programs completing the STARS application process.
Key responsibilities of this position will include:
• Manage and oversee the statewide STep Ahead Recognition System (STARS).
• Collaboratively develop indicators of program and systems success and performance measures.
• Collaborate with the CDD Management Team in strategic planning, integration across units, and developing programmatic and policy directions.
• Manage and monitor STARS grants and contract processes
• Develop and implement a Continuous Quality Improvement (CQI) plan for STARS
• Complete an annual program report and advisory reports
• Determine STARS communication needs as they arise in collaboration with CDD communications staff.
• Create and provide STARS trainings for CDD staff, and for the field, as applicable and when requested.
• Represent STARS in various settings, including in meetings with CDD staff, providers, and with state government/community partners.

Child Care Business Technician

In the Child Care Licensing Unit of DCF's Child Development Division, a team of four Child Care Business Technicians work within a team of twenty child care licensing staff to conduct administrative, data, regulatory and educational work to regulate all licensed afterschool, early care, and home-based child care programs, including all preschool programs. We pride ourselves on providing customized customer service that meets the diverse needs of the child care providers we serve around the state, with the quality of our customer service directly impacting the availability of child care services needed by Vermont families.


This position will perform their duties under the general direction of a Licensing Supervisor with opportunity for individual discretion and judgment. All CDD staff perform their respective functions with the goal of ensuring that the division's work is client-centered, supports equitable outcomes, and high-impact. This is a hybrid office-based/remote position based at the Waterbury State Office Complex, although staff have the option of working on-site full-time.
