Mental Health Specialist - Clinical Program Therapist
Department of Human Services, DHHS Mental Health Program To provide direct mental health services to deaf, deafblind, and hard of hearing adults coping with mental health challenges and serve as the treatment expert to public and privat... e mental health care agencies primarily within the Northwest region in Minnesota. The incumbent will also provide telehealth services statewide. The incumbent will have an office in Moorhead. These services will enable deaf and hard of hearing clients to access culturally and linguistically affirmative mental health services in their home areas and for the mental health care agencies to receive expert consultation services for providing appropriate services to this population.

The Clinical Program Therapist 3 (MH Specialist) will provide direct mental health services to deaf, deafblind, and hard of hearing clients, not limited to individuals, couples, family, and group counseling. The MH Specialist will provide consultation services to mental health care organizations, local private/public agencies, county/state human services agencies, consumer advocates, and family members on the treatment of deaf, deafblind, and hard of hearing clients, including treatment plans, interagency coordination, and community placement assistance. The MH Specialist will consistently record client contacts, document progress notes, compose treatment plans, and any other client-related activities according to the Deaf and Hard of Hearing Services Division (DHHSD) Mental Health Program protocol.
The MH Specialist will coordinate the regional mental health resources provided through the DHHSD Mental Health Program, ensuring its statewide programmatic goals are met.
The MH Specialist will be sensitive to the cultural differences of deaf, deafblind, and hard of hearing clients.

The School Psychologist collaborates with ISD teachers, school counselors and professionals in other disciplines (e.g. mental health specialists, DHS personnel, other AEA professionals) to assist students in meeting their goals.
Typical Duties and Responsibilities
Conduct Assessments
Oversee school-wide student assessments. Complete academic, intellectual, adaptive behavior, and psychological evaluations with deaf and hard of hearing students from birth to 21 including students with additional disabilities. Write re-evaluation plans, full and individual evaluations, and comprehensive psychological evaluation reports. Work involves testing and evaluating students to determine instructional placement, support services, and disability eligibilities. Support ISD school personnel Assist faculty and support staff in interpreting assessments and other student data. Assist faculty and support staff in IEP goal writing and progress monitoring. Provide assistance in identifying learners having academic/social-emotional/behavioral/developmental difficulties that could lead to school failure. Provide direct consultation, coaching, and modeling of instructional techniques and teaching strategies to faculty and support staff concerning student behaviors, curriculum development/adjustment, student learning style, adoption of methods Arrange, plan, and deliver appropriate agency approved activities, including professional development, as directed by the Principal. Oversee IEP Development Work with teachers and GHAEA staff to ensure ISD IEPs are compliant and of high quality Attend IEPs to discuss assessments Provide support for students Monitor and help student attainment of academic, social/personal, and emotional competencies Counsel students .

Ensures that dormitory rules are followed by the students; uses disciplinary action when necessary and reinforces positive behaviors using PBIS. Completes required documentation regarding students. Provides feedback for evaluations, IEPs, and dorm individualized student plans. Tends to medical and personal needs of students. Participates in medication passing as needed. Assists with driving and chaperoning weekend trips between dormitory and home (minivans). May occasionally supervise out-of-town overnight trips for school activities. Qualifications:
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: Graduation from an accredited college or university with major course work in art, the behavioral/social sciences, industrial therapy, music, occupational therapy, physical education, recreation, rehabilitation, therapeutic recreatio; OR experience at a level comparable to Activities Assistant or above may be substituted in any equivalent combination for the required education on the basis of one year of experience for each thirty-semester hours of education to a maximum of four years; OR employees with current continuous experience in the state executive branch that includes experience equal to two years of full-time work as an Activities Assistant.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Social Work, Social Services, Human Services or Special Education required; Master’s degree a plus Minimum 2 years experience working with persons with intellectual and/or developmental disabilities required; 1-year experience if paired with Master’s degree Working knowledge of applicable regulations that apply to our service offerings
