This hands-on management position reports directly to the Township Manager and collaborates closely with the other departments, Planning Commission, the Zoning Hearing Board, consultants, attorneys, and the public.
The Director of Planning & Zoning is responsible for coordinating and overseeing all zoning and land planning projects and activities, building inspections, and codes enforcement. The position also serves as the appointed Zoning Officer, the Planning Administrator, and the Floodplain Administrator.

Housing Navigation Specialist
York County Planning Commission
The Housing Navigation Specialist is an essential team member in the York County Pathways to Home Coordinated Entry process that provides management of the Pathways to Home process as well as supports community-wide coordination of landlord engagement and access. The HN Specialist will also work to increase accessibility and successful housing placement through the Pathways to Home process and improve the retention rates for people who have been transitioning from homelessness to a new home, through housing partner and system building/support. The HN Specialist will work closely with other members of the York County Planning Commission (YCPC) staff, York County Coalition on Homelessness (YCCH) members, landlords, case managers and program directors of housing/service organizations involved in the coordinated entry process to achieve goals.

ESSENTIAL REQUIREMENTS
Bachelor’s degree in human services related field or equivalent experience. Experience with property management and/or landlord advocacy programs, or coordinated entry is preferred.
• Familiarity with the local housing market, national and local housing trends, and available housing resources
• Understanding of landlord-tenant responsibilities.
• Detail oriented to complete requirements of data tracking and housing options inventory.
• Computer skills required: Proficient in Microsoft Office suite, with a strong focus on Excel skills. Previous Homeless Management Information System (HMIS) software experience preferred but not required.
• Strong communication and oral skills related to speaking with a variety of different populations.
• Experience working with people experiencing housing instability or homelessness and/or populations with special needs.
• Self-motivated and able to work independently.
• Lived experience of housing instability or homelessness preferred.
• Valid driver’s license and good driving record.
• Must pass the County background check with no record of criminal conviction.

Ferguson Township, Centre County, PA (19,309 population), seeks a collaborative and resourceful leader for its Planning and Zoning Department. The Planning and Zoning Director will provide leadership, direction, and guidance in the Township’s oversight of all planning, subdivision, and land development within the Township. Executive Director

The Executive Director is the chief administrative officer of the Centre Region Council of
Governments (COG). The position is responsible for the planning, execution, and overall management and organizational leadership of the COG. The Executive Director will ensure implementation of services in alignment with the COG Articles of Agreement and strategic direction. The COG is a service provider, not another level of government, and functions under the direction of its member municipalities. Therefore, it is critical that the individual be an exemplary consensus builder and demonstrate an exceptional ability to connect to a variety of people.

In addition, the ideal candidates should have:

A Bachelor’s Degree in public administration, public policy or related field; MPA preferred;
A minimum eight years of increasingly responsible management experience in local/state/federal government and/or non-profit organization; preferably in an organization of similar complexity;
Extensive experience developing and administering complex budgets;
Demonstrated experience in building consensus;
Ability to effectively deliver persuasive and compelling presentations; and
Ability to mentor, lead, and develop staff.

The starting salary range is $132,875 – $186,025 DOQ with an excellent benefit package.

The CRPA is seeking a talented individual to fill a key position in the organization as either a Senior Planner or Planner based on their level of qualifications. This opportunity is not like many others! A Senior Planner will be able to immediately make an impact by working on a variety of local and regional planning projects. This could also be a chance for an entry-level Planner to learn the essentials of both local and regional planning from a Planning Director with a proven track record of mentoring entry and mid-level planners as they make their way in the profession, providing them with the tools necessary to succeed. 

The selected individual will have the opportunity to build upon or develop skills related to plan review, meeting and group facilitation, interacting with a wide number of parties with varied interests, analyzing data, drafting and presenting reports, and contributing to the preservation and growth of a beautiful area of the Commonwealth. In addition, the CRPA is excited to offer an opportunity to participate in driving a ten-year update of the regional comprehensive plan. To be successful, a candidate should have general knowledge in at least three or more of the following areas: general knowledge of comprehensive land use planning; principles of sustainability; knowledge of zoning and subdivision ordinances, land development plan review; and base transportation planning issues. Additionally, interest in being part of a small team working towards integrating land use, sustainability, transportation, and other infrastructure in the community is valued.
