LCSWMA Job Summary: The Recycling Manager plans, administers, and evaluates LCSWMA’s Recycling Program as described in the Lancaster County Municipal Waste Management Plan. Recycling management includes understanding local, national, and global recycling markets and the impact on Lancaster County’s programs, providing technical assistance to local municipalities, marketing recyclable commodities managed by LCSWMA, research and data management, grant preparation and administration, and general promotion of the program within the community.
Requirements Education, Training, Certification or Experience: Bachelor's Degree in environmental science, business, or related field, with 1-4 years of experience in similar position or related field, or a comparable combination of education and experience. Ability to acquire and/or maintain 30-hour Professional Recycling Officials of Pennsylvania (PROP) Certified Recycling Professional (CRP) Certification. Strong familiarity with recycling commodity markets. Strong familiarity with Pennsylvania State and Federal recycling laws.
Technical & Behavioral Competencies: Solid business acumen. Strong analytical and problem-solving skills. Highly proficient in MS Suite. Excellent math, reading, and writing comprehension. Highly proficient with technology: computers, smart devices, other office equipment. Detail-oriented. Good organizational and time management skills. Personable and customer-service centric.

Mid/Senior Level Engineer
Carlson Environmental Consultants, PC CEC is an environmental consulting firm offering engineering, operation/maintenance and construction services to the solid waste industry. CEC is looking for a long-term employee to help grow our Mid-Atlantic Region. The qualified individual will be expected to provide support for our engineering, O&M, landfill monitoring, construction, and CQA service divisions and work directly under our Richmond, VA or Morrisville, PA Office Manager. As new projects begin, the individual will be required to manage and maintain contact with clients, manage schedules, and help manage staff engineers. This individual will assist with a variety of assignments that may include CAD, report writing, calculations, business development, proposals, and office development.
Responsibilities: • Manage at least 2-4 employees with little oversight • Develop and maintain client relationships • Coordinate tasks and scheduling effectively • Coordinate with vendors and sub-consultants • Preparing design plans/specifications, as needed
Skills • Strong communication skills, oral and written • Experience with using AutoCAD/Civil 3D design software • Microsoft Office/computer programs (ArcGIS, Google Forms, etc.) • Excellent leadership skills • Experience with app development is a plus
Qualifications • Minimum of 5 years of experience with landfills/solid waste industry • 3+ years working at an environmental consulting firm preferred • Bachelors of Science Degree in Engineering • Business development experience preferred • Professional registration preferred (E.I.T., P.E., P.G., etc.) • Valid drivers license with no DUI’s • Must be eligible to be legally employed in the U.S. • Previous management and/or scheduling experience preferred • Successfully pass a pre-employment (post-offer) drug screen, background check, and motor vehicle records check
