SME Development Specialist
SPARK
SPARK is currently implementing a three-year programme aimed at improving the social-economic position of youth in Somalia, Libya and Tunisia, with a heavy focus on youth job creation through entrepreneurship development and SME growth. The Local Employment in Africa for Development (LEAD) focuses on supporting youth through access to education, and the labour markets by creating jobs and opportunities via support and focus to existing SMEs and new start-ups.
The LEAD programme in Somalia focuses on three regions of Somaliland, Punt land and South Central providing targeted interventions to young SMEs and start-ups to help create opportunities through access to markets, training and coaching.The SME Development Specialist works towards enhancing the capacity of existing MSMEs in Somaliland and create an environment for new creative and innovative MSMEs to develop. S/he ensures coordination with others including local partners, relevant government bodies and stakeholders so that appropriate business development services and technical support are available to the MSMEs. S/he will work towards the objectives of the LEAD programme and will support the LEAD Senior Programme Manager in enhancing the results of the programme in Somalia/land. S/he ensures that the LEAD programme is recognised as an effective, efficient programme that supports and promotes job creation among young people in Somalia/land.

Grants Manager

Under the supervision and guidance of the Regional Programme Manager, the Grants Manager will have overall responsibility for managing local partner programmes and will provide day-to-day supervision on the projects being implemented under the LEAD programme. S/he will work with the Regional Programme Manager and local Country Managers to evaluate grant submissions and ensure all grants are executed according to SPARK and Donor regulations.
Main tasks and responsibilities:
Under the responsibility of the Regional Programme Manager, the Grant Manager will be responsible for the following:
Analyse and evaluate grant submissions for technical and budget strength and compliance with SPARK & Donor regulation, providing recommendations and feedback to the RPM
Oversee and manage the issuance of awards, maintaining accurate and correct documentation of LEAD programme grant portfolio
Act as the main focal point for local partners, providing technical support and guidance when required.
Organising capacity building measures for the partner to remedy their assessed weaknesses;
Monitor local partner implementation, including attending events and trainings, reviewing narrative reports, etc.
Ensure close coordination of grant awards compliance by coordinating with finance
Provide training and capacity building to staff and local partners on specific areas related to grant management
Support the Country Managers and RPM in identifying opportunities for programme development

Regional Deputy Programme Manager

Under direct supervision of the Regional Programme Manager, the Regional Deputy Programme Manager is responsible for ensuring the LEAD programme is implementing according to plan, as per timeline, donor commitments, and properly monitored and reported. Together with the Regional Programme Manager, the Deputy RPM will give input in the design and implementation of a long-range strategy for SPARK’s programming in North and the Horn of Africa, and supports in the development and design of new business.
The Regional Deputy Programme Manager will also work closely with the LEAD Programme Managers and support staff and supervises the LEAD focal points in the programme countries.
Main Tasks and Responsibilities:
The responsibilities and tasks include, but are not limited to:
Ensure proper planning is in place for the LEAD programme, including planning documents.
Support the Programme Managers in the implementation of their programmes, including support with Local Partner activities
Develop new partnerships and networks to strengthen the LEAD programme
Monitor the implementation of the LEAD programme according to budget and within agreed deadlines. Notify the Regional Programme Manager in time and suggest steering measures to compensate.
Oversee the the Grants Manager in ensuring that Local Partner activities are correctly being implemented according to agreed timelines and deliverables.
Ensure proper monitoring and reporting mechanisms are in place for the LEAD programmes in close collaboration with the M&E department
Ensure full compliance of the programme with donor requirements as well as local legislation and regulations.
Support in the development of local partner and staff capacities
When requested by the Regional Programme Manager, represent SPARK and the LEAD programme.
Supervise the LEAD focal points in the 3 countries: Libya, Tunisia and Somalia.
