Environmental Specialist I

Key Responsibilities:

- Inspects industrial sources for compliance with applicable air regulations.
- Responds to citizen complaints.
- Sends compliance and enforcement correspondence.
- Reviews periodic reports, emissions inventories, and other correspondence submitted by facilities.
- Provides technical assistance to regulated facilities, partner agencies, and the general public with regard to air regulation compliance and air quality.

Knowledge, Skills and Abilities / Competencies

- Ability to apply the basic environmental concepts, practices, and theories involved in the design, development, review, permitting, and/or operations of projects/sites and their potential environmental and safety impacts.
- Ability to analyze, manipulate and evaluate information/data, including the use of software.
- Ability to formulate or assist in the development of management alternatives and recommendations.
- Ability to organize and direct moderately complex research or field studies.
- Ability to prepare written/verbal reports; and ability to work with considerable independence.
- Valid driver's license.

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution; or an equivalent combination of education and experience.

Environmental Specialist II
NC DEQ - Division of Air Quality
This is a position that works both in the field and laboratory. The primary purpose of this position is to perform advanced functions necessary for the operation and maintenance of various statewide ambient air monitoring networks and to oversee the tasks of other LAB and regional office staff. The position will require the ability to install, operate, and maintain rainwater collection samplers, meteorological instruments, toxic air pollutant samplers, and other organic compound samplers. The position will also be responsible for operation and management of air monitoring sites as part of the of the implementation of the Urban Air Toxics program, Section 112(k) of the Clean Air Act and air toxics priority pollutant characterization monitoring activities. The position holder is responsible for assisting in the training of the other monitoring staff and in troubleshooting problems throughout the monitoring networks. The position will also be expected to perform level 1 and 2 quality assurance on various data sets.

The Specialist must write technical reports and present finding in a concise and understandable manner. The Specialist will also be expected to communicate with a wide variety of audiences from the public to governmental agency staff.

Knowledge, Skills and Abilities / Competencies

- Documented experience working in a laboratory environment or environmental field sample collection.
- Documented experience in the operation and/or maintenance of environmental collection instruments and/or equipment.

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Description of Work:

This position serves as a Public Information Officer (PIO) for DEQ’s Permitting Transformation Program. The PIO is responsible for internal and external communications for the program and supports the work of the agency-wide initiative designed to streamline DEQ’s permitting processes while improving public access to permit information.  The PIO serves a key coordinating role across multiple divisions for online permit launches and support of the AccessDEQ portal.


Key Responsibilities: 

Develop communication materials such as press releases, website content and training guides and/or videos.

Facilitate communication between PTP development and permitting programs.

Responding to inquiries from stakeholders, media and the public 

Organize and supporting public information sessions, events, meetings and webinars.

Assist division staff with planning, reports, presentations, and other materials as appropriate.

Fulfilling public records requests in accordance with the state public records law

Maintain and update web pages and supporting materials.

Assist with stakeholder outreach and public engagement.
