Waste Diversion and Recycling Officer
City of Lon Beach
THE POSITION
The Environmental Services Bureau has 236 full-time employees and a fiscal year 2023 budget of $72.9M. The Bureau provides refuse collection, street sweeping, parking enforcement and waste diversion services to the residents and businesses of Long Beach. The Waste Diversion and Recycling Officer reports to the General Superintendent of Waste Diversion and Recycling. This position is responsible for supporting the City’s waste diversion and recycling programs and efforts to comply with State and local regulations. More specifically, the Waste Diversion and Recycling Officer will oversee programs and staff to ensure compliance with all federal, state and local waste diversion and recycling regulations. The incumbent will manage Bureau grants and contracts including the administration of the citywide recycling collection contract. It will lead efforts to develop a comprehensive public education program for residents, businesses, community organizations and schools. The Officer will oversee development and implementation of new and innovative recycling and waste diversion programs while ensuring the proper delivery of existing programs. Additionally, the Waste Diversion/Recycling Officer will be responsible for providing reports to regulatory agencies such as Calrecycle, manage franchised private haulers that service commercial collection accounts, stay abreast of new solid waste and recycling technologies, and support compliance of new and existing solid waste legislation while leading a team of full and part-time employees.

THE IDEAL CANDIDATE
The ideal candidate will be an experienced waste and/or recycling professional with knowledge of federal, state and local solid waste and recycling regulations, policies and practices with experience developing and implementing waste diversion, recycling and/or sustainability initiatives.

The City of Napa Utilities Department is seeking a Waste Prevention Specialist to support our Solid Waste and Recycling Division. The Solid Waste and Recycling Division is responsible for implementation and oversight of a variety of programs aimed at reducing waste and increasing recycling and organics composting, and which ensure compliance with local and state requirements such as State Assembly Bill 1383.  

The Waste Prevention Specialist will play a vital role in working with Napa businesses, schools, multi-family complexes, and residents to provide training and assist with implementation of programs related to the City's solid waste, recycling and composting programs. The Waste Prevention Specialist will have an immediate positive impact on local environmental sustainability by working to minimize the disposal of solid waste to landfill.  This position is an integral part of the City team implementing requirements for commercial, residential, multi-family complexes, and schools to direct food scraps and organic waste to compost and capture as many recyclable materials as possible. Assistant Program Coordinator/Compost Educator

The Assistant Program Coordinator reports to and serves under the direct supervision of Desert Compost, a fiscally-sponsored project of the California Alliance for Community Composting. This person will be a critical keystone team player who will provide high-quality operational, administrative, and outreach support for Desert Compost’s small but passionate network of environmental advocates. This position will give the new hire an opportunity to ensure that the organization’s internal operations run smoothly during expansion of our “Community Composting for Green Spaces” projects, help plan our multilayered event schedule and relay information to both our partners and the broader community.
The ideal candidate is a bilingual early-career administrative professional with knowledge of and experience with handling a wide range of organizational systems, is creative and eager to implement new strategies, and has extremely high standards for the quality of their work. We will look especially favorably on candidates who have experience working for or volunteering with environmentally-focused organizations or the nonprofit sector, particularly within disadvantaged communities. The assistant program coordinator will connect with and adhere to the vision, mission, and values of Desert Compost and have experience in community partnership development and advancement, and will be skillful in fostering additional community engagement.
