Lead Rate Specialist
Connecticut Public Utilities Regulatory Authority
The Connecticut Public Utilities Regulatory Authority (PURA) is looking for an experienced professional to help lead the implementation of key portions of Connecticut Public Act 20-5, which directs PURA to introduce a new framework for regulating the state’s investor-owned electric utilities referred to as performance-based regulation (PBR). To-date, few states have implemented PBR-related measures in full, providing a unique opportunity for the Lead Rate Specialist to lead a first-of-its-kind effort.

The Lead Rate Specialist will also support the implementation of PURA's Equitable Modern Grid initiative and help lead the agency’s proceedings related to Connecticut’s clean energy and energy affordability programs administered by the state's investor-owned electric utilities.

Senior Consultant – Air Quality Group

As a Senior Consultant, the successful candidate will win and execute diverse projects, establishing and maintaining long-term relationships with key clients. Projects may include new and existing power plants and industrial facilities, new onshore and offshore wind facilities, and commercial real estate developments. The Senior Consultant will manage the Project team, working directly with Principals of the firm and integrating into our highly qualified team. Supervision of projects will include air permit applications; MEPA & EFSB filings (including GHG and EJ); air pollution and odor control assessments; pollution control problem-solving working directly with engineering firms; compliance support working directly with law firms; compliance audits; public presentations and expert testimony; and agency negotiations at all levels of government. Epsilon’s client base is primarily in the northeast U.S., and occasional overnight travel is expected. The Senior Consultant will be expected to manage client interaction, task management, project management, and business development roles, with support from Principals where appropriate.

Epsilon uses the seller-doer model for winning and completing work. Epsilon uses a collaborative, team-building approach and does not assign commissions based on bookings. Working with and supported by the Epsilon team, the Senior Consultant will identify, win, and book projects worth at least $200,000 per annum.

Staff-Level Scientist - Air Quality Group

As a Staff Scientist, the successful candidate will support Epsilon’s air quality dispersion modeling practice, working on various environmental consulting tasks, including:

Dispersion modeling, using AERMOD and other models as appropriate, to support permitting of new and modified commercial, industrial, and energy projects;
Specialty atmospheric modeling, including accidental release, fogging and icing, air intake re-entrainment, transportation source, and deposition modeling;
Analyzing baseline public health data, comparing public health conditions to baseline, identifying metrics and factors that could suggest a disproportionate burden on Environmental Justice communities, and working with Epsilon senior staff to identify mitigation measures; and
Working with Epsilon’s team to provide seamless air quality regulatory permitting and compliance consulting.
Projects may include new and existing power plants and industrial facilities, new onshore and offshore wind facilities, and commercial real estate developments. Tasks will include: technical report drafting and revisions (e.g. air permit applications, MEPA & EFSB filings including GHG and EJ); calculations (e.g. air emissions); data processing (e.g. noise, meteorological, and demographic data sets); preparation of standard reports and forms (e.g. permit-by-rule applications, emission statements, TRI/RPPR reporting); compliance support (e.g. auditing and updating oil & chemical spill plans); and occasional field work including overnight travel (e.g. site inspections, noise monitoring). The Staff Scientist will be expected to grow into client interaction, task management, project management, public outreach, and business development roles.

Senior Scientist/Project Manager Position

Epsilon is seeking a full-time Senior Scientist or Project Manager to support our growing ecological sciences practice. The Senior Scientist will plan for and coordinate efficient environmental and regulatory review and permitting of projects, including Notice of Intent, Water Quality Certificate and Massachusetts General Permit Applications and MEPA/NEPA submittals, as well as other applications to federal, state, and local agencies, boards and commissions. Ideally, the Senior Scientist will also be knowledgeable of the transportation markets including demonstrated environmental permitting, project management and general environmental consulting experience in the aviation, roadway, bridge, and rail sectors. The position demands a proven ability to manage medium to large scale projects, understand and apply environmental regulations, develop schedules and budgets, mentor staff and communicate clearly and effectively to the public and client. Acoustical Group Project Engineer/Scientist
