HMIS Manager

Under the direction of the HMIS Director, the HMIS Manager is responsible for the day‐to‐day operations of the St. Louis HMIS Project. The HMIS manager will supervise the St. Louis Project which
geographically covers St. louis City Continuum of Care and the St. Louis County Continuum of Care. The HMIS Manager will also serve on the Missouri Implementation Management Team.

 Act as a liaison between ICA, partner agencies, state and local funders, Continua of Care, and software vendor to facilitate effective collaboration and resolve issues affecting the HMIS
 Actively participate with local CoC boards, workgroups, and committees as applicable
 Assist with outreach and professional relationship development with agencies, businesses, and individuals to expand the use and effectiveness of the HMIS
 Responsible for programmatic reports submissions to funders, CoCs and CoC committees
 Assist in grant writing efforts, reviewing budgetary reports, and gathering documentation for grant close‐outs
 Coach, mentor, and supervise System Administrators
 Responsible for the success of system administration through strategic oversight and monitoring of programmatic responsibilities to ensure tasks are performed accurately, efficiently, and in accordance with HMIS Data Standards.
 Provide onboarding, programmatic, and administrative oversight for direct reports, including performance reviews and salary changes.
 Conduct regular check‐in/coaching meetings with direct reports and ensure opportunities for learning engagement and job growth

HMIS Manager

ICA has administered HMIS in the Missouri Balance of State since 2014 and with the St. Joseph Continuum of Care since 2020. This position oversees both projects. The HMIS serving these two CoCs has over 300 projects enrolled.
Under the direction of the HMIS Director, the HMIS Manager, System Administration supervises the System Administration team of 3.5 System Administrators.
The ideal candidate for the HMIS Manager, System Administration is highly organized, collaborative, and a strategic thinker. They can coach staff in prioritizing work in the face of competing demands and can help others do what they do best. They are a confident presenter and facilitator in both internal and external professional settings. The successful candidate will have a solid understanding of data literacy, can translate technical concepts into plain language and make meaning of data in an accessible way. They will feel comfortable supervising technical experts whose experience may surpass their own.
This position is a telecommute position with no physical office. Because presence in and partnership with the Continua of Care is valued, this position must be based in the state of Missouri and the candidate must abide by ICA’s Home Office Policies.

Senior Data Analyst

The Sr. Data Analyst is responsible for optimizing the accessibility and use of data to improve the performance of the Continuum of Care’s (CoC) homeless response system. This position leads efforts to support all Housing Forward teams to move data into action through ongoing data analysis, data visualization and presentation, ad-hoc reporting, and assistance with interpreting data so the information can be leveraged in Continuum of Care-wide planning and strategy design.

Clean, prepare, analyze, and interpret trends from a variety of data sets for internal and external consumption.

Identify and implement technical solutions to support effective system management such improvements to by-name lists or housing trackers.
