City of Gresham The City of Gresham's Finance and Accounting Services Division is seeking a highly motivated critical thinker with skills and experience in the areas of fixed income investments, debt management and data analysis, and a strong educational or vocational background in public finance or governmental accounting. The selected candidate will serve as part of the City's Treasury team, managing the City's $250+ Million investment portfolio and a debt portfolio containing a mix of publicly issued and private placement debt instruments. The ideal candidate will have a strong commitment to public service, and the ability to balance the competing investment policy objectives of safety and soundness of public funds, liquidity requirements and earnings, working to preserve the public trust in the City's investment of taxpayer funds. In addition to serving as part of the Treasury team, the Treasury Analyst will work closely with the rest of the city's Accounting Services team and the Budget and Financial Planning Division to ensure that the City's funds are properly accounted for and available when needed to pay for projects and operations.

Under general direction of the Finance Director, performs a variety of governmental accounting, finance, budgetary, and payroll-related tasks. Duties include, but are not limited to: Maintenance of the General Ledger; budget and audit support; special research projects and analysis; grant, capital asset, and debt tracking; forecasting support; payroll processing; upkeep of payroll files; knowledge of current payroll laws as they may affect the City including maintaining a general knowledge of current regulations regarding the Oregon Public Employees Retirement System (PERS). The Senior Accountant position is the final level in the paraprofessional Accountant classification series. This position performs the duties of an Accountant I and II and in addition provides paraprofessional support, as well as the performance of high-level evaluation and analysis.
Typical Job Duties: Balances all general ledger accounts, prepares: journal entries, audit work papers, budgetary projections, forecasts; Ensures reconciliations are completed on a timely basis so monthly and annual closings may be completed; Analyzes reports, recognizes discrepancies, researches discrepancies and reports these to Finance Director; Compiles and performs both routine and complex data analysis; Oversees entry of payroll, processes payroll, submits payroll-related taxes and employee benefit payments, performs onboarding of new employees, maintains employee payroll files; Maintains a general knowledge of current payroll laws as they may affect the City, maintains working knowledge of Oregon PERS; Review utility billing and analyzes for reasonableness; Monitors miscellaneous accounts receivable balances, purchase orders, grants, capital assets, debt, property liens.

As the Grant Program Manager, you will work closely with the Finance Director to provide technical grant administration expertise when working on complex financial analysis, drafting ARPA program recommendations, and coordinating a robust community engagement program to inform how the City will spend this historical funding. The nature of your work will change as the City moves through various project phases. At the start of your new position, you will be expected to draft the ARPA implementation plan and coordinate the community engagement strategy. As projects begin you may be called upon to serve in other capacities such as working on the implementation team of a financial transparency technology project or staffing an emergency management working group.
