Working within OHIP’s Division of Long Term Care, the Health Program Director 1 will oversee the Bureau of Managed Long- Term Care and other LTC initiatives as determined by the Division Director. The incumbent will be responsible for the oversight of the planning, implementation, evaluation, quality and reporting of the NYS Managed Long Term Care (MLTC) programs including the Fully Integrated Dual Advantage (FIDA) demonstration program, the Medicaid Advantage Program (MAP), and the Program of All-inclusive Care for the Elderly (PACE), and Medicare Advantage; oversight of the Bureau of MLTC Systems, Policy, Program and Contracts, Surveillance and Technical Assistance Center (TAC); support the goals and objectives of the MRT Long Term Care initiatives and Medicaid Global Spending Cap; serving as a liaison between senior level executive staff and program staff to advance long term care system reform, including the review and approval of policy and program reports for external dissemination, providing policy recommendations to upper-level management and responding to critical and high-profile issues and requests for information; representing the agency as a liaison with other governmental entities on a State or federal level and managing relationship with diverse stakeholders, including stakeholder outreach, education and engagement; developing, planning, and executing strategic and innovative LTC policies and initiatives to improve the delivery of services to Medicaid’s long term care and duals population and advance the goals of the Division of Long Term Care; providing strategic direction to staff, including and more.

Minimum Qualifications:
11 years professional experience, two of which must include managerial oversight of major health-related program or direction of major administrative function of a large health-related organization.

Medical Director (Chief of Medical Services)

Serves as Medical Director of a 200+ bed skilled nursing facility for veterans and their dependents. Provides medical leadership for the facility; oversees all medical services; develops and implements medical care policies, procedures and standards; and, provides direct clinical care as an Attending Physician for a panel of residents. Implements and oversees medical and therapeutic programs for residents, ensuring the delivery of quality health care services while also ensuring compliance with clinical, statutory and regulatory standards. Minimum qualifications:
Possession of a license and current registration to practice medicine in New York State, plus six (6) years of experience in the practice of medicine, two (2) years of which must be in an administrative or supervisory capacity. Appointee must maintain full licensure and registration to practice medicine in New York State after appointment. Appointee must be eligible for and maintain eligibility for full and unconditional participation in Medicaid and Medicare programs and must maintain eligibility after appointment.

Appropriate certification by an American Medical Specialty Board and one (1) year of post certification experience in that specialty can be substituted for four (4) years of general experience.

Minimum Qualifications:

Preferred Qualifications:

Responsibilities:
The incumbent will serve as a Medical Director in the Division of Family Health (Division) and work with the Division leadership team to provide health and medical expertise in topics, programs and initiatives related to women’s health. Principle responsibilities will include: developing and providing input into public health policy on those areas and initiatives impacting women’s health; providing direction and support to improving and enhancing health equity for all women; overseeing the formation and operation of the Advisory Council on Maternal Mortality and Severe Maternal Morbidity and working with the Division leadership team in other efforts to address maternal mortality and morbidity including but not limited to providing clinical input for efforts related to maternal mortality and morbidity reviews, perinatal regionalization of birth centers and perinatal hospitals across New York State, improving access to perinatal care in rural areas of the state, perinatal depression, opioid use in pregnancy, reproductive health, adolescent health and a wide range of issues and initiatives related to women’s health.
