SCADA Technician
Orange County Utilities
The Water Reclamation Division is responsible for the administration and treatment functions of the wastewater system and the production of reclaimed water at three water reclamation facilities that collectively treat approximately 50 million gallons per day. The Water Reclamation Division is seeking a qualified individual to fill the position of SCADA Technician. This position is responsible for programming, installing, wiring, and the maintenance of all equipment used for SCADA (Supervisory Control and Data Acquisition) system.

Representative Duties
• Programs PLC’s (Programmable Logic Controllers)
• Programs, installs and troubleshoots telemetry systems
• Troubleshoots software problems with SCADA panels
• Programs and troubleshoots HMI (Human-Machine-Interface) software
• Trouble shoots hardware on SCADA panels
• Troubleshoots computer software and hardware servers and workstations
• Networks configuration, installs and troubleshoots fiber optic connections
• Installs wiring for SCADA panels
• Builds SCADA panels
• Assist with purchase orders and work orders
• Performs other related duties as assigned.

Minimum Qualifications
Requires an Associate’s Degree from an accredited institution in Computer Science or Electronics Technology or equivalent electronics technical school and four years combination of experience in the following areas: PLC programming, Radio systems, computer usage, instrumentation, electrical or HMI SCADA systems or an equivalent combination of relevant education or experience on a year for year basis.

Must possess a State of Florida Class (E) Driver’s License

Preferences
• Knowledge of chemical and physical process treatment of potable water/wastewater
• Familiar with PLCs, Modicon, Siemens, Allen-Bradley
• Familiar with Protocols Modbus, PROFIBUS, PROFINET, Ethernet
• Familiar with HMI, iFix, WinCC

Function as a technical specialist and under general supervision, perform all aspects of conventional design engineering and analysis. Design and program the predominant SCADA and Automation technologies which are encountered in electric utility transmission substations. Perform application engineering and programming of commonly deployed RTUs in substation environments and the communication protocols which are leveraged. Design networking architecture, major hardware components (switches, routers and gateways) and physical media (fiber, copper and media converters) for substation SCADA systems. Apply communication protocols utilized in the transmission industry (IEC 61850, DNP 3.0 and proprietary relay manufacturer protocols). Design network addressing for deployment in substation environments. Broaden knowledge and skill set in area of discipline. Expand knowledge in other disciplines and/or functional areas. Continue to learn and remains current on departmental design guides, standards, systems, applicable engineering codes and Black & Veatch policies and procedures and apply to assigned tasks as appropriate. Review lower-level Engineers’ work. No hire/fire authority. Responsibilities

Performs routine HMI programming assignments
Ability to complete a project following project drawings, specifications, and PLC logic
Maintains and modifies graphic libraries, tests and documents modifications, and writes operator instructions
Reviews objectives and assignment details with higher level staff to insure thorough understanding
Uses judgment in selecting among authorized procedures and seeks assistance when guidelines are inadequate, significant deviations are proposed or when unanticipated problems arise
Qualifications

Minimum 5 years of experience in SCADA system programming
Experience developing HMI programs for small to large size SCADA/Telemetry projects
Experience using one or more of the following industry standard programming software packages:
Aveva System Platform/Citect SCADA
Rockwell FactoryTalk View
GE iFix
Trihedral VTScada
Experience with industrial communication networks
Experience with object based control system design methods
Ability to perform onsite troubleshooting with limited support
Ability to travel up to 40% as needed
Strong verbal and written communication skills
Have the ability to communicate effectively with clients and project team
