ESSENTIAL JOB FUNCTIONS:

Assists the Coordinator of Purchasing with various functions related to the procurement of supplies, equipment and services for the District.
Performs data processing required in the preparation and maintenance of procurement transactions, records and reports.
Reviews and creates purchase orders; verifies appropriate documentation and coding.
Secures telephone and written price quotes for goods and services; assists in developing specifications, preparing bid invitations and selecting sources of supply.
Attends bid openings and assists in tabulating and evaluating bids.
Maintains accurate and up-to-date vendor records and purchasing records, including vendor contracts.
Maintains the District’s procurement card program; audits procurement card transactions for compliance with District policies and procedures.

ESSENTIAL JOB FUNCTIONS

Meets with sales representatives, school and District administrators, bookkeepers, teachers and other District staff to identify needs, evaluate available products and develop specifications for goods.

PCard Administrator / Procurement Manager I / Complex Procurements team

The South Carolina Department of Public Health (DPH) is seeking a highly organized and detail-oriented Purchasing Card (PCard) Administrator to oversee all Pcard activities for DP... H statewide. The ideal candidate will have a deep understanding of procurement laws and regulations, exceptional analytical skills, and the ability to work independently with limited supervision.

Duties and responsibilities include, but not limited to:
PCard Program Management: Managing the Purchasing Card (PCard) program for DPH statewide, overseeing all PCard activities. Maintaining accurate records of applications and updates training materials as needed. Serving as the primary contact with Bank of America to manage the program, utilizing the WORKS application, including adding new cards, funding segments, and allocating funds.

Procurement Auditing and Compliance: Perform statewide audits of the PCard program and assists cardholders with issues like declines, compromised cards, and MMC lift requests. Downloads WORKS funding details and uploads them to SCEIS for monthly statement payments.

Goods and Services Procurement: Procure goods and services according to the SC Consolidated Procurement Code, develops solicitations, creates purchase orders, and processes modifications.

Solicitation Development: Develop solicitation documents with detailed scopes of work and technical requirements, ensuring compliance with SCEIS and agency procedures.

Advisory and Issue Escalation: Advise agency staff on procurement matters and escalates issues to management when necessary. Responds to vendor inquiries and performs contract monitoring duties, ensuring proper documentation of files.

Market Trend Awareness: Stay informed of market trends and updates to procurement practices. Meets regularly with vendors and contractors. Prepares sole source documents, correspondence, and reports as required.
