Climate Change Data Ecosystem Consultant: Design and Impact

Data Scientist (P3)

Within assigned authority, the Data Scientist will be responsible for the following duties:

•Mine and analyze open data sources to enhance the collection of subject domain data.
•Assess the comprehensiveness, validity and accuracy of new data sources and data gathering techniques; explore sources to determine their effectiveness and accuracy for use and assess their suitability for actionable output.
•Develop custom data models and algorithms to apply to drug and crime data sets.

•Design and build predictive data science products, such as visualizations, models or AI/ML algorithms for initial simulations or prototypes, and subsequent ingestion into mainstream software applications.
•Manage and maintain existing production code (e.g. Azure, AWS), progress and optimize existing code for adaption to other thematic areas and evolving project objectives.
•Develop and maintain comprehensive and well-structured documentation of algorithms, models and code.
•Develop methodological guidelines for dissemination purposes on selected topics including on reproducibility, deduplication and use of social media; maintenance and updating of data harvesting and ML model technical documentation.
•Maintain and regularly update the central repository of sources used for ‘web scraping’ activities used to develop datasets.

Activity 1: Prepare an annotated outline for the Guidance Note based on the draft outline in consultation with UNSD staff and members of the ISWGHS Task Force on COVID-19. The annotated outline will be the basis for the contents of the chapters comprising the notes.
Activity 2: Develop a work plan including a breakdown of the tasks needed for preparing the Guidance Note and milestones, in consultation with UNSD staff and members of the ISWGHS Task Force on COVID-19.
Activity 3: Draft the chapters of the Technical Report in accordance with the annotated outline based on the following information:
• Country case studies
• Academic literature

The incumbent will join the team in charge of the implementation of applied research, capacity development, action planning and learning projects to support the SDGs and will provide contribute and support activities related to data and statistics for the SDGs with a focus on a) leveraging citizen science data and b) strengthening statistical planning, capacity development and learning.

Qualifications required:

A Master degree in Statistics or similar area is required.

A minimum of 3 years of professional experience working with official statistics (National Statistical Office or System or International Organization Statistics Department), including some experience with citizen science data and with other new data sources/machine learning. Project management and partnerships experience is an added advantage.

Languages
Fluency in oral and written English and Spanish is required.

Contract duration: 5 months on a full-time basis, possibility of extension.

Starting date: as soon as possible.

Functional Responsibilities

● Engage with health partners on data collaboration activities such as creating data visualizations and supporting data cleaning; work to bring new organizations focused on attacks on healthcare into the HDX community.

● Promote the use of the Humanitarian Exchange Language (HXL) data standard to increase interoperability of data from partner spreadsheets and systems. • Attend meetings and workshops to represent Insecurity Insight and the Centre for Humanitarian Data.
