THE POSITION:
Under the direction of the Public Works/Utilities and Waste Management Director, the Finance Manager serves as the Chief Fiscal Officer for all Public Works funds. The position is supported by a team of five: two Road / ER&R Accountants, two Utilities Accountants and one Utilities Clerk.
The Public Works Finance Manager plans, organizes, and conducts the accounting, budgeting and personnel/payroll business activities for all Public Works funds. Directing day to day fiscal operations, developing fiscal policies, establishing and improving procedures, and systems within the framework of the budgeting, accounting, and reporting system.
This position initiates, develops and prepares the required periodic and routine fiscal reports, financial reconciliations, and management analysis reports.
Provides management guidance to staff for long-term cyclic requirements, and determines staffing requirements for special fiscal projects.
Other responsibilities include conducting performance evaluations for accounting personnel; monitoring and resolving personnel matters; and providing training to employees to ensure effective delivery of services by the department.
