The Human Resources Director provides planning, leadership, and direction to the Human Resources Department, and develops short- and long-range plans, goals, and objectives. This position pro- vides assistance and guidance to the County Administrator, Elected Officials, Department Heads, supervisors, and employees on a wide variety of human resources, training, risk and safety issues in concert with the County’s mission, vision, business goals and operational objectives. The Human Resources Director ensures human resources activities are aligned with industry best practices in the areas of recruitment, classification, benefits, disciplinary actions, labor- management relations, performance management, personnel policy, leave administration, training, risk management and safety, working cooperatively with the County Administrator. Under the direction of the Public Works/Utilities and Waste Management Director, the Finance Manager serves as the Chief Fiscal Officer for all Public Works funds. The position is supported by a team of five: two Road / ER&R Accountants, two Utilities Accountants and one Utilities Clerk.
The Public Works Finance Manager plans, organizes, and conducts the accounting, budgeting and personnel/payroll business activities for all Public Works funds. Directing day to day fiscal operations, developing fiscal policies, establishing and improving procedures, and systems within the framework of the budgeting, accounting, and reporting system.
This position initiates, develops and prepares the required periodic and routine fiscal reports, financial reconciliations, and management analysis reports.

Other responsibilities include conducting performance evaluations for accounting personnel; monitoring and resolving personnel matters; and providing training to employees to ensure effective delivery of services by the department.
